SPECIAL ANNUAL GENERAL MEETING OF INDIAN EX-SERVICES LEAGUE 25 AND 26 NOV 2011


1.         Indian Ex-Services League conducted its the Annual General Body meet on 25 and 26 Nov 2011. The AGM was attended by a large number of Office Bearers, Executive Committee Members, Governing Council Members and delegates of the League from all over the country and the State League Presidents. The Annual General body meet commenced with the meeting of the Office Bearers and Executive Committee meeting on 25 Nov 2011, followed by the Governing Council meeting and the AGM.


2.         The Hon’ble Chief Minister of Delhi Smt Sheila Dikshit was the Chief Guest for the occasion of the Annual General meet. The function commenced with paying floral tribute to the Bust of Field Marshal K M Carriappa by Smt Shiela Dikshit Chief Minister Delhi and the inauguration of the Special AGM by the Chief Guest by lighting the Scared Lamp. Thereafter the Chief Guest was honoured by the President IESL Brig R K S Gulia (V) IA and all the State Presidents of the League. Brig R K S Gulia (V) IA welcomed the Chief Guest and the august gathering. The Chief Guest Smt Sheila Dikshit addressed the Veterans delegates and lauded the much appreciable efforts of the IESL towards the welfare and upliftment of the Veterans of the country. 

3.         The Hon’ble Chief Guest facilitated the oldest Veteran present in the meet, Cdr Inder Singh, VrC President HESL Rohtak. Reposing her faith in the ex-service personnel for their dedication, discipline and loyalty the Hon’ble Chief Guest Smt Sheila Dikshit assured maximum jobs in Delhi for the Ex-Servicemen. She asked IESL New Delhi to forward proposals to Sainik Board Delhi.

OBSERVATION OF INDIAN EX-SERVICES LEAGUE MONTH

1.         Observation of Indian Ex-services League month continued with calling on Gen V K Singh, PVSM, AVSM, YSM, ADC COAS by the President IESL Brig R K S Gulia (V) IA and a team of officers on 26 Sep 2011. The Team of officers included AVM R P Mishra,  Vice President, Lt Col Harpat Singh, Vice President, Cmde K S Rai, Council Member, Col V P Singh, Hony Treasurer. Points discussed with COAS were:-

  • STATUS AND ACTIVITIES OF IESL.
  • Institute quick resolution mechanism for Post 6 CPC anomalies.
  • Pension for WWII Veterans and their Widows.
  • No increase in pension of pre 6CPC Widows.
  • Donation for lift for IESL.
  • Service HQs perceived indifference towards Veterans by going in appeal against all decisions of AFT/Courts going in favour of Veterans.

OBSERVATION OF INDIAN EX-SERVICES LEAGUE MONTH

1.         Observation of Indian Ex-services League month continued with calling on Air Chief Marshal N A K Browne, PVSM, AVSM, VM, ADC CAS by the President IESL Brig R K S Gulia (V) IA and a team of officers on 28 Sep 2011. The Team of officers included AVM R P Mishra,  Vice President, Cmde K S Rai, Naval Rep, Col V P Singh, Hony Treasurer and Col Karan Yadav, SM Gen Secy. Points discussed with CAS were:-

  • STATUS AND ACTIVITIES OF IESL.
  • Large number of Post 6 CPC anomalies- institute quick resolution mechanism.
  • Representation of recognised ESM Org to KSB.
  • Pension for WWII Veterans and their Widows.
  • Share of non-military station canteen profits to be given to IESL as hither-to-fore.  
  • No increase in pension of pre 6CPC Widows.
  • Donation for Poorv Sainik Araam Sthal at IESL.
  • Service HQs are going in appeal against all Judgments, of AFT/Courts, going in favour of Veterans. This is perceived as indifference towards Veterans.

OBSERVATION OF INDIAN EX-SERVICES LEAGUE MONTH

Observation of Indian Ex-services League month started with calling on Admiral Nirmal Kumar Verma, PVSM, AVSM, ADC Chairman COSC and CNS by the President IESL Brig R K S Gulia (V) IA and a team of officers on 19 Sep 2011. The Team of officers included AVM R P Mishra,  Vice President, Cmde K S Rai, Naval Rep, Col V P Singh, Hony Treasurer and Col Karan Yadav,SM Gen Secy. Points discussed with the COSC and CNS were:-

  • Activities of IESL.
  • Contribution for Poorav Sainik Araam Sthal at IESL.
  • Institute Anomaly Committee- for post 6 CPC Anomalies.
  • No increase in pension of Pre 2006 Widows.
  • ESW Welfare deptt has info that all judgment of AFT/Courts going in favour of Veterans are being challenged by Service HQs and not by MOD.

OBSERVATION OF INDIAN EX-SERVICES LEAGUE MONTH

Wreath Laying at Amar Jawan Jyoti India Gate.  Wreath Laying Ceremony was held on 21 Sep 2011 with full traditional values, the Wreath was placed by Brig R K S Gulia the President of IESL. The ceremony was attend by large number of Veteran officers JCOs and OR. The ceremony was watched and admired with awe by a large number of civilians watching the show.   Photographs of the event are reproduced below:-

DELEGATION IESL CALLS ON AIR CHIEF MARSHAL P V NAIK, PVSM, VSM, ADC ON 29 JUL 2011 ON EVE OF HIS RETIREMENT

On the eve of Air Chief Marshal P V Naik, PVSM, VSM, ADC relinquishing his appointment on superannuation, a delegation of IESL comprising AVM R P Mishra, Brig R K S Gulia, President, Col Sukhbir Singh, Gen Secy and  Col V P Singh, Hony Treasurer called on the Air Chief Marshal at his office on 29 Jul 2011. The Air Chief Marshal assured that after his retirement too he would continue to work for the welfare of the Ex-Servicemen Community. A few of the photographs are attached.





Kargil Vijay Diwas on 26 Jul 2011

 
Kargil Vijay Diwas was observed on 26 July 2011. President IESL along with large number of Veterans of IESL laid wreath at Amar Jawan Jyoti at India Gate. It was a solemn occasion and two minutes silence was observed at the Amar Jawan Jyoti. Thereafter the Veterans proceeded to HQ IESL at 9 Nyaya Marg Chankyapuri to pay their respect at Field Marshal K M Cariappa, OBE bust. A few of the photographs taken on the occasion are attached.

PROGRESS ON ECHS CONFERENCE HELD AT AG'S BRANCH ON 27 DEC 2010

POINTS OF LAST INTERACTION

  • Priority Cards for Disabled Veterans.  To facilitate the disabled ECHS beneficiaries, a special 32 KB ECHS White Card are being issued.  This card allows disabled AFVs to earn their due recognition in ECHS environment.  ‘PRIORITY’ is printed on the card for all polyclinics to ensure faster treatment and medicine issue to our disabled veterans.
  • ~Augumentation of staff at Polyclinics.  The present manpower in ECHS Polyclinics is pegged to Gol letter dated 30 Dec 2002.  In the light of experience of eight yrs or so coupled with sick report of 95 lakhs per annum approximately , a case was taken up to augment the ECHS manpower which will result in delivering of quality medical care to  AFV at ECHS Polyclinics.  The proposed manpower will bring in additional Medical Officers, Specialists, Medical and Paramedical Staff.  The deficiency of categories like Pharmacists, Physiotherapists, X-Ray technicians, Clerks etc would be made up.  Draft Cabinet Note (DCN) has been fwd to MoD on 19 May 2011.
  • Increase budget for LP of Medicines.
A case was taken up with Govt but not accepted as financial powers can not be delegated to a contractual employee.
·        Streamlining of Hospital Empanelement Procedure.  The Govt vide letter No. 22B(04)/2010/US(WE)/D (Res) dated 18 Feb 11 has modified the process/procedure for empanelment of hospitals for ECHS.  The new procedure stipulates that assessment of hospitals/health care facilities & labs for empanelment would be undertaken by NABH (National Accreditation Board for Health Providers) NABH is a constituent of Quality Council of India (QCI) for monitoring the quality of health care establishments in the country.  The new procedure is expected to cut down the time taken for empanelment drastically.
·        Temporary Attachment Certificate.  Provision of TAC was initiated to facilitate provisioning and issue of drug/medicines and consumables by a polyclinic to outstation ECHS beneficiaries.  Patients relocating to a new station on temporary basis were given TAC for facilitating issue of medicines for a prescribed duration.  Consequent to feedback from the environment, the entire procedure of TAC was examined.  It was decided to abolish the procedure of temporary attachments.  Hereafter, ECHS beneficiaries may receive treatment/referral from any ECHS polyclinic on production of ECHS Smart Card.

INTERACTION WITH ARMED FORCES VETERANS(AFV) REPRESENTATIVES; ECHS

A Conference was held at AG's Branch, South Block New Delhi on 05 July 2011 Chaired by the Adjutant General.  Various representatives of the AFV attended the conference.  The IESL was represented by Sr. Vice President, Col N L Verma and General Secretary , Col Sukhbir Singh.

Visit by ADG CW, AG's Branch Army HQs

Maj Gen K Majumdar, ADG, C&W along with Brig R Gopal, SM DDG (Welfare) visited IESL HQs and interacted with the President IESL and Gen Secretary on 28 June 2011 from 1130 hrs to 1200 hrs. President IESL briefed the ADG about the IESL Organisation, its functioning and various welfare activities undertaken by the League. A copy of IESL Magazine and Brochure were handed over  to ADG for his perusal.
